We’ll probably have to burn something, because that is what they do in the waste to energy process. But how are we going to show that it is green energy (environmentally friendly) and that energy is being created?

Pyrolysis is a good one.  Take dry waste, heat it somehow (partial combustion will do), and show that the gas which is released is combustible.

If you want to measure the heat produced, burn the gas below a pot of water and measure the temperature increase.  Route the gas through a coil of tubing in another pot of water to measure the heat released in the pyrolysis process itself.
